Selective licensing is required for all privately rented properties in a designated area, regardless of the number of occupants or households formed. 

East Staffordshire Council operates one selective licensing scheme, running from 12th September 2022 until 11th September 2027, partially covering the wards of Anglesey, Branston, Burton & Eton, and Shobnall

Do I need an additional licence in East Staffordshire?

Additional licensing requires all HMO’s with 3 or more people from more than one household to obtain a property licence.

Why did East Staffordshire council introduce selective licensing?

East Staffordshire Council introduced selective licensing to address persistent issues related to poor housing conditions, antisocial behaviour, and high deprivation levels in certain areas. Streets such as Uxbridge Street, Branston Road, and Waterloo Street were identified as having the highest rates of housing-related complaints, with these areas exceeding the national average for rented accommodation. The council aims to protect tenants by improving property conditions and management practices, reducing antisocial behaviour, and making the area more desirable. Around 350 properties within these areas were subject to selective licensing to ensure better living standards and improve the local community

How did the community of East Staffordshire respond to the selective licensing decision?

During the consultation process, the majority of residents and tenants (83%) agreed with the proposal, believing it would improve property standards and management. However, 65% of landlords opposed the scheme, citing concerns about additional costs and bureaucracy, with some expressing fears that the fees would be passed onto tenants or lead to an increase in empty properties​
