Hard problems, and they are all real ones
Councils across England and Wales run hundreds of licensing schemes, each with its own boundaries, rules and dates, and they change constantly. Turning that into an answer somebody can act on in a second is a data problem, a research problem and a service problem at once. Get it right and a landlord stays compliant, an agent keeps their licence, and a tenant lives somewhere that has actually been checked.
