About Thurrock

The council says the scheme aims to raise housing standards and support better tenancy management. Little Thurrock Blackshots, Orsett, Stifford Clays and The Homesteads are outside it. Licensing Enforcement in Thurrock
Thurrock Council enforces property licensing across its schemes. It paused the selective scheme under an interim injunction, then resumed it on 13 March 2026 after the High Court refused permission for a judicial review. The council set a deadline of 5pm on 31 March 2026 and says later applications may incur higher fees. Letting a property without the required licence risks prosecution and civil penalties of up to £40,000 per property. The landlord can also face a rent repayment order of up to 24 months’ rent. Where a letting agent manages the property or collects the rent, the agent commits the offence too and can be fined in its own right.
