What is a Fit and Proper Person Questionnaire?

A Fit and Proper Person Questionnaire is a list of questions to answer on behalf of the landlord to ensure their suitability to hold a selective licence.
The standard questions are as follows:
1. Has the Licence Holder (and the manager of the house, where applicable), or anyone associated with them committed any of the following offences: Fraud, Dishonesty, Violence, Drugs, Sexual Offences Act 2003 (Schedule 2)?
2. Has the licence Holder (and the manager of the house, where applicable), or anyone associated with them been found by a court or tribunal to have been involved with any unlawful discrimination on grounds of Sex; Colour; Race; Disability; Ethnic or National Origins? *
3. Has the licence Holder (and the manager of the house, where applicable), or anyone associated with them had a judgement made against them by a court or tribunal relating to Housing, Public Health, Environmental Health or Landlord and Tenant Law? *
4. Does the proposed licence holder or manager have experience of managing rented property? *
5. Is the proposed licence holder an accredited landlord? *
6. Is the property visited to check its condition and for any antisocial activities of the tenants? *
7. Are there funds to deal with uninsured damage/insurance and maintenance to the property? *
8. Has the licence Holder or anyone associated with them within the last 5 years, been in control of a property that was subject to a Management Order? *
9. Have you or anyone associated with you within the last 5 years, been in control of a property that has been refused a licence or breached conditions of a licence? *
How long does it take for a licence to get approved?

We can’t guarantee a timeframe for approvals since every council acts at a different pace. Kamma aims to submit an application within seven days of invoicing, given all the documentation necessary is in hand.
Does the cost include the council fee?

No, the council fee must be paid on top of Kamma’s £295 + VAT processing fee. Kamma will let you know the total costs for the licence, but it differs from council to council.
Does Kamma do additional and mandatory licensing applications?
